New Beginnings originated in August 1991. It was the only hospital based C-Star Program in the St. Louis Metropolitan Area. The Comprehensive Substance Treatment And Rehabilitation [CSTAR] model originated from the need to treat chemically dependent persons on an intensive outpatient basis. Medicaid decided against paying for thirty days of inpatient for people insured under the Medicaid system to reduce their cost. However, the Department of Mental Health: Division of Alcohol and Drug Abuse implemented the C-Star Program which was designed to meet the needs of the clients in desperate need of alcohol and drug abuse treatment, by providing three levels of treatment.
C-Star Population Program Level l
being the most structured and intensive service delivery option in the C-Star program and has been designed to stimulate the structured programming offered in Inpatient and Residential Treatment Programs.

Level ll:
An intermediate level of care offering an individual tailored program derived from a menu of services designed to address functional impairments as they relate to substance abuse.

Level lll: is the least intensive level of services, allowing an individual to receive supportive services which will assist the client in sustaining therapeutic gains made in treatment ultimately leading to graduation and completion of the program
In
February 1996, New Beginnings introduced The
Alt Care Women and Children's Program where successful treatment demands the efforts of an interdisciplinary team, which includes: Clinical Director, Certified Counselors, Case Managers, Diagnosticians, Associate Counselors, Nurses, Family Therapists, Nutritionists and Recreational Therapists. Also
SATOP:
Substance Abuse Traffic Offenders Program was introduced. CIP, Clinical Intervention Program is an intensive outpatient treatment program designed
specifically for persistent DWI offenders. In
June 1998 New Beginnings Adolescent Treatment Program opened.
October 1998 Teen Star Program
began.
In
1999 New Beginnings moved to a
larger facility and the
location became the
administration building along
with housing the Alt-Care,
Drug Court, Youth Track and
CSTAR programs. We had
two other location that housed
our Adolescent Program and
residential program.
In
2003 We moved our Adolescent
program to our main
building. This move was
a hard decision to make
however it was a twofold
positive for us. It
allowed us more control of
spending; it provided a better
facility for the adolescents
and a better working environment
for our staff.
